3-DAY CONFERENCE

The official conference will run over three days - Monday 19th, Tuesday 20th and Wednesday 21st April 2010 and will consist of highly topical plenary sessions, including papers and case studies relevant to global port and marine operations.


OFFICIAL WELCOME RECEPTION

The official conference opening or 'Congress Welcome Reception' will be held at Government House on the evening of Monday, 19th April.  Built in 1863 and set in 3.2 hectares of beautiful gardens, Government House is one of Perth's most magnificent properties. Drinks and canapes will be served throughout - entertainment/ official proceedings to be announced.

ABOUT THE BOULTON LECTURE

The Boulton Lecture was inaugurated in 1991 in honour of our founder Captain AN (Norman) Boulton MBE, VRD, B.Com., AAUQ (1904 - 1992). These lectures are held from time to time and are initiated by a Branch of the Company, sometimes working in concert with other maritime industry bodies. The subject of the lecture is not specified but is generally on a theme of relevance and interest to the maritime community. The lecturer is selected on the basis of his or her knowledge of the subject and ability to contribute to industry discussion or decision making.

 

THE BOULTON LECTURE 2010
Delivered by: Captain Roger MacDonald, Secretary General, International Federation of Shipmasters' Associations.
Theme: The fair treatment of seafarers
Synopsis: Captain MacDonald will provide a short history of the issues surrounding the problem, highlighting the continuing trend for criminalisation of masters and other officers. He will also summarise the solutions currently being offered by the ILO/IMO and discuss ways in which the IFSMA and others can progress these solutions and work together to resolve the issues.

The 2010 Boulton Lecture will be run in conjunction with the 7th International Harbour Masters Association Congress, to be held at the Sheraton in Perth, 19-23 April. The pre-lecture function will be held in the Congress Exhibition Hall, providing attendees with valuable networking opportunities. There is no fee to attend the Lecture, however reservations are essential for pre-function catering purposes.


Captain Rodger MacDonald MA FNI

Rodger is Secretary General for the International Federation of Shipmasters Associations (IFSMA), which is an NGO with observer status at IMO. Having started a career at sea in 1959, which culminated in command in 1970, a number of senior shore positions which were related to ship and port operations were held prior to joining full time education in 1996. Following three years as Surveyor of Ships in Lyttleton New Zealand he returned to sea in 1970 to gain command experience with Straits Steamship.

However in 1971, he was again appointed to a shore position to set up a new offshore support company in the Far East which later developed into Ocean Inchcape Ltd (OIL). This was followed by over 26 years as a senior manager in various positions with an offshore support company. Retiring from OIL in 1996 he continued his career Marine Education and was appointed director of Faculty at the National Sea Training Centre at North West Kent College. Having achieved his aims of raising NSTC to a Grade 1 status and opening up the future in developing open learning courses by 2001 he took partial retirement and until August 2006 as Director of Maritime Studies at North West Kent College. He is still the CEO of the UK training company Azimuth Marine Ltd which provides tutorial support for Diploma Courses and provides corporate training in the Port and Maritime industries.

OFFICIAL CONGRESS DINNER

The Official Congress Dinner will be held at Frasers Restaurant on Wednesday, 21st April. TRADE SHOW / EXHIBITION

A unique tradeshow is planned for the event, consisting of more than 30 exhibitors showcasing their products/ services relevant to global port and marine operations. Morning and afternoon tea breaks, plus a standing business buffet lunch will be served in the exhibition area every day, providing delegates, speakers and exhibitors with maximum networking opportunities.

The exhibition will officially open at morning tea on day one (Monday 19th), and close after lunch on Thursday, 23rd April (post workshop).


4 X BUSINESS LUNCHEONS

Monday 19th, Tuesday 20th, Wednesday 21st and Thursday 22nd (Workshop) - standing buffet lunches served within the exhibition area


7 x NETWORKING TEA BREAKS

Morning and afternoon tea breaks served within the exhibition area on Monday 19th, Tuesday 20th and Wednesday 21st April, plus one morning tea break during the Workshop on Thursday 22nd April.


CONFERENCE WORKSHOPS

On the morning of Thursday 22nd April, there will be two optional conference workshops. Workshop programs to be announced. Morning tea and Lunch will be served in the exhibition area.


TECHNICAL VISIT/ SITE TOUR

On Friday, 23rd April, there will be an optional site tour or technical visit (program TBC).
